Noel was born in Co. Mayo. He spent his early working life in Dublin, and after a brief period teaching, held various management positions, latterly in the West of Ireland, where he now lives.

He is now retired, and hopes to develop his art. He works mainly in oils, and favours portraits and studies of people at work and play, that best portray the subjects' character.
